Low Hanging Fruit

The inevitability of a smaller military is beginning to settle in across the Department of Defense.  With the impending end of the second counterinsurgent war and fiscal cuts that accompany it, the services must live within the means of their dwindling budgets and the quickest way to do so is to reduce the number of people who are drawing pay and benefits.  In the system that is our military industrial complex the variable cost of personnel is the management tool of choice to reduce costs because of the fixed nature of weapon, infrastructure, and systems contracts.  It is far easier to trim the number of people in uniform than it is to break a contract for a weapon system or a construction project.

As I have written previously the reduction of personnel is completely understandable and necessary. When there are no wars to actively fight the necessity for a military big enough to fight one becomes an untenable and costly argument that will always lose to other domestic priorities.  With the end of war comes the need for the DOD to shrink.

The services are all wrestling with how to reduce their respective endstrengths.  Natural attrition through discharges and retirements, coupled with reductions in recruiting are one way to get smaller, but that is not enough.  People who are currently serving need to go.

But who, exactly, gets the boot?  The armed forces obviously want to keep their best people, so those who are not in that category become the low hanging fruit to be plucked from the manpower tree.  The army has announced that it is going to be discharging convicted sex offenders (which is really a pretty good idea) and the services are cutting those who are overweight and cannot get into standards (which has resulted in a spike in liposuction for those who want to stay in but can’t meet standards).

So the word is out.  If you are one of the apples hanging from the bottom branch of the tree you may want to take a hard look at your future in the service.  You may be “picked” before you are ready if you don’t move up a few branches…

A tragic but true story of a Marine in trouble

This morning a friend emailed me a link to a particularly disturbing story.  It is a very well written blog post  in the New York Times that provides an unusually unvarnished look into the dark pit that is PTSD.

There are plenty of articles and blog posts about PTSD bouncing around the internet, but this one is compelling in a way that so many others are not.  In this post the author candidly and openly describes how he attempted to end his own life because the lingering effects of his wartime experiences on his psyche.  He takes the reader with him as he writes the note that his wife will find with his cold and lifeless body and as he swallows an entire bottle of pills.

I won’t give the whole article away because it is too well written and too insightful for my humble efforts to recount it.  You can read it here.  I will say that it is an articulate indictment of how this Marine was treated by his supposed leaders when he reached out for help; if his treatment is indicative of how others are treated when they try to overcome PTSD while still in uniform then a lot of so called “leaders” need to look long and hard in the mirror.

They are not leaders.  They are anything but, and are a wretched example of what some implacable and soulless men and women in positions of responsibility can do to those that they have been entrusted to lead.

Sad.

Here it comes: the big drawdown

It seems that every day brings news about the future of the military, and today was certainly no exception.  The Army, according to a Thomas Ricks’ post in Foreign Policy, is about to start separating officers from the service.  (Click here to read it)

There has been a lot of howling about how sequestration is causing the downfall of the military, and that the danger of a hollow force is only a manpower cuts away, but in all practical reality the end of the wars in Iraq and Afghanistan make a smaller military inevitable.  It happens after every major conflict; the US Army numbered under 400,000 active and national guard troops in 1939, but by the end of the Second World War it had swollen to over 8,000,000. At the start of the Korean War some five years later the army was down to 630,000.

One of the principal reasons that the drawdown in the near future is different from those from prior wars is the composition of the force.  There are no draftees in today’s military.  Each and every Soldier, Sailor, Airman, and Marine volunteered to serve his or her country, and as a result more of them are likely to want to stay in the military than their predecessors.  At the end of the First and Second World Wars the armed forces (which were filled with draftees and wartime volunteers) shrunk naturally as people headed back to the lives they interrupted to go to war.  The same can be said for Korea and Vietnam to certain extent, as draftees were critical to expanding the armed forces to the size needed to fight those wars.

Today, though, we have no draftees.  Instead, we have a highly trained force of military professionals who have dedicated themselves to a career in the military.  Sure, the majority of first term enlistees serve one hitch and get out, but a significantly larger percentage want to stay.

Therein lies the rub.  As the military inevitably shrinks, the number of job slots that military folks can fill will decrease.  For the enlisted component of the armed forces, the length and terms of the enlistment contract can be used to decrease the size of the force; the military branches can make it more restrictive and difficult to reenlist. It is an effective manpower shaping tool.

For officers, however, the rules are very different.  Generally speaking, junior officers (ensigns and lieutenants) serve an initial contracted period (during which they are considered “reserve” officers), which is very similar to the enlisted side.  If they want to stay in, however, instead of reenlisting they compete for transition to from “reserve” to “regular” status.  Once an officer becomes a regular, his contract disappears and his term of service becomes “indefinite”.  This means that they are in until they 1) retire 2) quit 3) fail to get promoted or 4) die.  There is no enlistment contract to use as a force shaping tool.

During stable periods this is no big deal.  The services have staffing models that pretty accurately predict the size that the force needs to be, and they can manage the number of officers based on the number they are allowed to have by law, natural attrition, and accession of new officers.  During unstable times, though, like right now as we finish up a couple of wars, the models come apart like a trailer in a tornado.

The military had to significantly change its shape and size to fight the protracted counterinsurgent wars.  Many more boots on the ground were needed, which means that privates and second lieutenants were getting hired at the rapid rate (meaning much were donning the uniform than usual), and as time went on they got promoted to become sergeants and captains.  Enough time, in fact, that many of the officers became regulars.

Now that becomes a problem.

The enlisted side can be shaped using enlistment contracts, but the regular officers are immune from that shaping tool.  Instead, to reduce the number of officers (which is necessary to retain the proper shape of the force) the branches must figure out a way to get them to leave.  There are a lot of programs that are used to entice officers to leave (early retirement, “getting out” bonuses, etc), but when those do not get enough officers to leave the axe comes out.

In the Marine Corps the axe is the Selected Early Retirement Board (SERB).  Colonels and Lieutenant Colonels who fit a particular set of conditions are considered for retention or retirement.  Even though they can, by law, serve until their service limitations of 30 and 28 years respectively, the Marine Corps does not need them around for that long.  If they are selected for early retirement by the SERB, then they have about seven months to transition out to retirement.  The reason that such senior officers are targeted in the Marine Corps is that by lopping off people at the top it frees those below them to move up.

The Army is apparently about to do the same thing, except for a much junior set of folks: captains and majors. From Ricks’ blog post (a portion of letter sent from a senior officer to his or her juniors):

“You may already know, but there are going to be Officer Separation Boards (OSB) and Enhanced Selective Early Retirement Boards (E-SERBs) for Army Competitive Category Captains in Year Groups 2006-2008 and Majors in Year Groups 1999-2003 beginning in March 2014.

Initial word is that the OSBs and E-SERBs will select less than 10% of the considered majors and captains in year group 2008 and less than 20% of the captains considered in year groups 2006 and 2007.

I am meeting with the officers in the battalion affected that are physically at Ft. [DELETED] to discuss their Professional Development and future officer actions and will provide them an assessment of their potential for future service and potential risk of being selected for involuntary separation, and will help prepare their files for the boards. Additionally they are contacting their HRC Branch Representatives for an assessment. I recommend you find a trusted senior officer to do the same.”

The writing is on the wall.  Despite the promise of an exciting career in uniform, many officers are going to get the axe.  Is it good?  Is it bad?  I dunno.  In the mafia, they say that “it’s just business”.  The military needs to shrink, and it is not sequestration’s fault.  How the shrinking is done, however, says a lot about the moral contract between the institution of the military and those who serve within it.

So the government “partially” shuts down. What does that mean to veterans and those still in uniform?

Well, it is October 1st and as Halloween decorations are going up the government is shutting down.  Partially, anyhow.  But what does a “partial” government shutdown mean to those steely eyed killers walking on patrol in Afghanistan and the not-so-steely eyed veterans who are now reliant on the VA for healthcare, disability payments, and/or pensions?

Great question!  In an effort to help provide some clarity in the murky waters that surround the shutdown I have done some sleuthing around to find some answers.  So, in no particular order, here are the things that I discovered:

1.  If you are serving in the military, then you have little to fear.  The congress passed a bill, which the president signed, that guaranteed paychecks for active duty and reserve status military personnel (along with some government employees and contractors).  For more information go here.

2.  If you are retired and receiving a military pension, then you can rest easy.  Since pensions are considered an entitlement and are not funded by annual appropriations they are safe from the shutdown.  If, however, the government hits the debt ceiling then they may be affected.  For more information go here.

3.  VA health care, pension, and disability payments.  There is good news and bad news regarding the VA.  The good news is that they are lightly impacted by furloughs and medical services will be unaffected, but the bad news is that they will likely run out of funds to pay all of their pension and disability payments if the shutdown lasts more than a few weeks.  Other programs, such as the GI Bill and others, will also be hit if the shutdown is prolonged.  For information on what is and is not impacted at the VA go here.  For information on the testimony that the VA provided congress about the impact of the shutdown (and how it will affect future payments) go here.

I hope this helps you get the information you need to understand the effect of the shutdown on you and your family.  Let’s just hope that the government of the nation that we swore to support and defend can get its act together and start moving forward again.

Another “plan” to reduce retired veteran benefits

I wrote about not long ago about the government’s strong desire to reduce the health insurance benefit for military retirees.  The subject has reared its ugly head again with a renewed attack on retirees who are enrolled in TRICARE, the health care system for military members, their families, and retirees.

As reported in the Marine Corps Times yesterday (you can read the whole article here), Chuck Hagel, the Secretary of Defense, proposed that “working age” retirees should not be able to utilize TRICARE as their primary health care system but instead should be required to use their employer’s plan instead.  TRICARE would only be used as a secondary or backup plan.

Although the proposal is a long way from being written into legislation, it is a strong indicator that veterans are choice targets in the DOD’s battle of the budget.  Should it become law, though, it will be a significant blow to the 1.6 million veteran retirees who are currently enrolled in TRICARE but have not yet reached age 65.

Interestingly, the issue is one that impacts the Department of Defense and not the Department of Veterans Affairs, which is why the SecDef is pushing for the change.  Most benefits for veterans are covered by the VA, but in the case of retirees it is the DOD that pays the bills.  A retiree’s pension comes from the same place that it did when he or she was still in uniform: the Defense Finance and Accounting Service.  TRICARE, the military and retiree health plan, is also covered by the DOD’s budget.

And Chuck Hagel doesn’t like that very much.

The DOD continues to bang the drum of readiness, and as happens at the end of every war the organization focuses inwards to guard as much of the fiscal pie as possible from those who demand that the post-war military machine shrink in response to the wars no longer being fought.

I find that to be as normal as dawn follows darkness, but I also find the scapegoating of retirees to be a bit insulting.  It is OK for the military to squander $34 million on a useless headquarters in Afghanistan that the military commanders on the ground didn’t even want, but it is not OK for the Department of Defense to honor its commitment to those who dedicate decades of their lives to the defense of the nation.  Instead of conducting a thorough and critical review of the hundreds of billions of dollars spent (and often squandered) on defense equipment and service contracts Hagel finds it easier to go after those who actually went into harm’s way than the connected and powerful  who never left the comfort of their own living rooms.

It is an example of the oddly twisted thinking that pervades governmental agencies, and in my opinion it is just as hypocritical as the administration pushing to subsidize healthcare costs for members of congress and their staffs while ignoring small business’s pleas for relief from the costly requirements.

Anyhow, if having my promised access to health care is cut as an expedient to allow the DOD to keep squandering the taxpayer’s dollar, then so be it.

All I ask is for every military recruiter from every branch of service to explain to every prospective recruit and officer candidate that the benefits that they are being promised in exchange for the opportunity to risk their lives are not really promises.

They’re just part of the honorless practice of bait and switch.  I had always thought that we, as a nation, were better than that.

Sadly, I guess not.

A continuing test of patience: Yet another update on my VA claim

Well, I woke up early again this morning.  To be honest, I wake up early every morning, but this morning was earlier than most.  I was up at about 0400 (4:00 am for you nonmilitary folks), and the purpose of my early rising was to make yet another call to the Veterans Administration in regards to settlement of my disability claim.  I have learned that the only way to get through to the VA is to call them early before all of the lines are busy and the VA representatives are swamped.

The quick back story for those of you who may not be familiar with the saga of my VA claim, it began in the autumn of 2011 when I was on terminal leave as I was retiring from the Marines.  As a part of my transition from steely eyed killer to middle age and longer grey hair it was necessary for the Veterans Administration to examine me and determine whether or not I had incurred any service related disabilities.

Being rated for disabilities is a big deal because if you have sustained an injury which is chronic or if you have a condition that is directly attributable to your military service, then you are covered medically for that issue by the VA for life.  That is a pretty great benefit these days when you consider skyrocketing medical costs.

So anyhow, I began almost two years ago and have ridden the VA claims rollercoaster ever since.  I was examined and evaluated, and then my paperwork went into the mysterious void that is the VA ratings process.  Some nine months later I received a partial settlement of the claim, with the notification that I needed further evaluations before all of my conditions could be adjudicated.

Six months after that I reported to the clinic for another round of examinations.  At the completion of those exams I was informed that it should take a few weeks to get them into the file and evaluated.

After over two months of fruitless waiting I decided to give them another call, hence my early assault on the coffee pot this morning.

The gentleman I spoke with was very helpful and presented me the facts of my case in a professional and straightforward manner.  It was a very refreshing conversation!

Here is what is up with my case:

My case had run through the initial stages of evidence gathering and evaluation, and had actually made it to the adjudication phase.  It was then that the raters found that they needed more information, so my case was kicked back to gather more evidence that would come from another medical examination of yours truly.

Here is where my stock in the VA representative soared to unprecedented levels because he actually took the time to explain why a second set of exams was needed.  It turns out that when you are treated for an injury or condition, the doctor records the extent of the injury and how it is treated.  That is very relevant information for a health care provider, but the VA disability raters have a different set of responsibilities in terms of medical conditions.  The raters need to compare the injury or condition to a set of standards in order to determine if they are indeed disabling, and if so, just how disabling they are.

The example that the representative shared with me was what is needed for a joint injury (which, after nearly three decades of walking around with heavy things on my back in unseemly places, I had several of).  A doctor wants to cure the patient’s damaged cartilage and bone, and will prescribe medications, physical therapy, and perhaps surgery to alleviate the symptoms and heal the joint.  The VA raters need to know the extent of the damage that the injury or condition has incurred, which is different from trying to cure it.  For a joint injury, the raters need to have a documented range of motion test that the joint is capable of articulating that can be compared to the appropriate standards for a disability determination.  It turns out that very specific information about the condition or injury is necessary in order to rate the disability properly.

So that is why I found myself back in the VA clinic and wearing a modesty-shattering gown and sitting on a chilly paper-covered exam table.

Once the exam was completed, the information was supposed to be sent back to the rater and re-adjudicated in a timely fashion.  Certainly within a couple of months.

After assiduously checking the VA’s ebenefits website for weeks on end and seeing no progress, I decided it was time to pick up the phone and give them a call.

The VA rep was professional and told me the facts of my case as he found them.  He reiterated that my case was still in the gathering evidence phase, but that the results of my most recent examinations had been scanned into my file at the end of March.  The timeline for review of the case is supposed to be less than sixty days, and seeing as it is almost mid-June now that timeline has passed.

The representative offered to initiate an inquiry to the team who is reviewing my case to see what was up, and he said that they will contact me (via email this time) with their response.  Although I have heard that before (from the last inquiry on my case), I will be a glass half full optimist and see if my email inbox “bings” with the sound of an arriving email from the VA.

I won’t hold my breath, but I also won’t complain too much about the VA either.  They really are doing the best that they can in an overwhelming situation as they deal with me and literally millions of other veterans.  I’ll continue to be patient.

And wait.

 

Leadership and Transition

I am in the middle of writing a series of articles and a book about transition, and about a month ago I created a survey about the military transition process to help gather information on the subject (and if you have not taken it, please do!  I can never get enough data points:  Military Transition Survey).  The survey revealed some very interesting data points, and one struck me as being particularly revealing about how those undergoing transition are viewed and treated by their organizations as they leave the service.

The question was: “How involved was your unit and/or unit leadership in your transition process?”

The answers ranged from “Very Low” to “Very High”.  See if you can guess where the bulk of respondents fell on the scale…

Well, a startlingly low percentage felt that their units were involved in their transition.  Only 8% felt that their unit and their leaders were highly or very highly involved.  For an institution that prides itself on being the gold standard of leadership that is a pretty dismal level of effort.

What is shocking is how poor the involvement was.  15% of respondents selected “Neither High nor Low” (which was the middle of the scale), but a whopping 76% stated that the involvement of their units and leadership was “Low” or “Very Low”.  Ouch!

Upon reading the results I had to think back to my personal experience with transition.  As a leader myself, I had always thought that I had taken care of those in my charge, including those who chose to hang up their uniforms.  After reflecting for a bit I realized that although I was very supportive of their efforts I certainly could have done a whole lot more.

I would sit down and talk with every Marine and Sailor who left my command.  The conversation that we would have varied depending on what was next for them as they departed the unit; if they were transferring to another duty station we would talk about what was in store for them and how it could impact their career and family, and if they were getting out we would have a discussion of where their lives were headed.  I would try to guide and mentor them towards pursuing an education by taking advantage of the GI Bill, and in cases where he had no interest in further education I would try to get them to at least formulate a plan for the way ahead.  After we spoke and shook hands we parted ways.

That was all well and good.  But I could, and should, have have been much more engaged.  As I learned during my transition there was a lot to do after I checked out of my unit, and I was pretty much completely on my own to get it done.  As a leader I should have gone the extra mile and actually followed their progress as they navigated the path of transition, but I didn’t.  I should have gone to the transition assistance classes to see what was being taught and how my Marines and Sailors were being treated, but I didn’t.  Shame on me.

As I discovered out during my own outprocessing there are a lot of bumps in the offramp from military service.  As I transitioned I found the process to be both difficult and annoying, and I was a senior officer with nearly three decades of experience.  If it was hard for me, how tough was it for a young man or woman who served only one tour?

The answer to that question is that it was a lot harder for them than it was for me.  Part of the reason that it was harder is because they were just cast upon the waters of transition without the guidance and oversight that they had experienced during their time in the military.

From the day that they met their recruiter to the day that they decided to leave the military each and every servicemember was under the guidance and tutelage of a concerned leader.  Recruiters prepared them for bootcamp, and their drill instructors molded them into Marines (or Sailors, or Soldiers, or Airmen).  They were trained by professional instructors in their military trades, and became valued parts of units and teams in the operating forces.  They became leaders in their own rights as they progressed up the ranks, and they were always under the wing of those who had been around longer than they had.

Unfortunately, when they decided to get out the concerned leadership of their units disappeared.  They (and I) were no longer valued members of the team, but instead guys and gals who were getting out.  To be fair, there certainly is a lot going on in the military these days with things like combat deployments, training exercises, and everything else that is part of the military experience.  That said, as leaders we failed to be there for the final chapter of military service for 76% of those who transitioned out of the military.

That is truly a shame, and something that should be addressed.  In my humble opinion, the most significant portion of the problem is how the TAP/TAMP and transition process is performed.  Those on the way out are centrally trained for transition, and the centralization of training removes the onus of oversight from the units that they came from.  They are out of sight and out of mind, and as such quickly become forgotten in the churn of daily military life.  The close bonds that they formed with their peers, subordinates, and seniors quickly fade during the time when they need them most: the incredibly stressful and uncertain transition from the all encompassing world that they knew to an ambiguous future in a world that they left years before.

Another telling statistic from the survey is how well the respondents felt that their transition process prepared them for re-entry into civilian life.  Sadly, on 12% felt that they were fully prepared for the jump.  That number should be much higher, and perhaps it would be if leaders were more involved in their people who are transitioning.

How many would have felt more prepared if their leaders had stayed as engaged with them during their last days in uniform as they were in the beginning?

Calling the VA. Again.

In theory, I have undergone all of the physical examinations, evaluations, pokings, and proddings that are part and parcel of transitioning from Active Duty to becoming a veteran.  After over a dozen trips to various clinics and hospitals at the end of my time in uniform and during my first year or so of post-military life I have been informed that all of my examinations are complete.  To make sure that they were all indeed finished, I logged into the VA website regularly to see if my status had changed.

To my utter lack of surprise, it didn’t.  Growing tired of logging in and viewing at an unchanging screen on the VA’s eBenefits webpage, I looked forlornly at the telephone on my desk and resigned myself to another early morning attempt to get through to the VA.

So, early the next morning, I grabbed a cup of coffee and staggered into my office.  I punched in the VA’s telephone number, and much to my surprise (not really) found that even though it was a couple of hours before the rooster would crow (on the West coast, at least), all operators were busy.  I was, however, offered the option of having a VA representative call me back the following week at a time that would be convenient for me.

I figured that the following Monday at about 0900 was convenient enough, so I hung up and waited for the weekend to pass.

It did, and sure enough my phone rang at about 0905, with a live human being on the other end!  Very exciting indeed.  After providing my social security number and other identifying information, the nice lady on the other end asked how she could help me.  Although deep down I didn’t think that there was much help to be had, I asked anyway.

“Can you tell me the status of my case?”

After a few moments of furious typing on the other end of the line, my VA friend replied:

“It’s under review.”

Which is exactly where it has been for nearly nine months.

We talked for a few minutes, and then I hung up.  In order to spare you from the rather boring conversation, I’ll just cover what she had to say.

1.  All of my examinations are complete.  That said, if they find something that they need to look into I will again be headed off to the examination clinic.

2.  My results are somewhere between the clinic and my case file.  Even though it has been nearly two months since my last exams, the results have not made it to my case team.  Not surprising, but still disappointing.

3.  Once my team receives my results, they will merge them with my file and put it in the queue.  When my file comes to the top of the pile they will evaluate it and let me know the result.

How long will that take, I asked?

“Nine to twelve months.”

Sigh.  Good thing I’m not in a rush.
